SINUSUGAN ng ilang ranking officials ng Kamara, mga miyembro ng Senado, government officials at mga kinatawan mula sa sektor ng pangingisda ang isang resolusyon na nananawagan sa dalawang kapulungan ng Kongreso na ipasa na ang panukalang batas para sa pagtatatag ng Department of Fisheries and Aquatic Resources o DFAR.

Ayon kay House Committee on Constitutional Amendments Vice Chairman at Kabayan partylist Rep. Ron Salo, ang pagkatig na ito sa nasabing resolusyon ay ginawa ng mga dumalo sa National Fisheries Summit 2021 na isinagawa sa pamamagitan ng Zoom kamakailan.

Bukod sa Kabayan partylist lawmaker, na kabilang sa mga organizer, dumalo rin sa naturang summit sina Senadora  Risa Hontiveros, Deputy Speaker Deogracias Victor ‘DV’  Savellano, Rep. Maria Lourdes Acosta-Alba, Rep. Marvey Marino, Rep. Ciriaco Gato, Rep. Leo Cueva, Department of Agriculture (DA) Secretary William Dar, USec. Eduardo Gongona ng Bureau of Fisheries and Aquatic Resources (BFAR), mga kasapi ng iba’t ibang non-governmental organizations (NGOs), experts, sectoral groups, at ang mismong mga mangingisda mula sa iba’t ibang bahagi ng bansa.

Sinabi ni Salo, may-akda ng House Bill No. 6185, o ang panukalang batas para sa pagbuo ng DFAR, nagjng daan ang National Fisheries Summit 2021 para matalakay ang mga mahahalagang isyu na nakaaapekto sa fisheries sector ng bansa kung saan napagsama-sama rin ang panawagan at pagsuporta ng mga organisasyon, grupo at indibidwal sa pagkakaroon ng nabanggit na bagong ahensiya ng pamahalaan.

Bukod sa pagkatig na maitatag ang DFAR, isinasaad din sa nabuong resolusyon ang pagsusog na matutukan at bigyang solusyon ang nararanasang kahirapan ng mga nasa sektor ng pangingisda.

“The Philippines is the second largest archipelagic country in the world, making the fisheries industry a major source of livelihood among Filipinos. The industry provides employment to over 1.9 million fisher folks and other people dependent on the industry. However, it was also noted that poverty incidence in the fisheries sector at 26.2%, is significantly higher than the national poverty estimates of 16.6%, notwithstanding our country’s enormous marine resources,” ayon pa sa resolusyon.

Ani Salo, bingyang-pansin din sa summit ang nakababahala at patuloy na pagbaba sa volume ng  total fish production ng Filipinas, partikular mula taong 2011 hamggamg 2018, na ang pangunahing dahilan umano ay ang luma at kawalan ng sapat na polisiya,  kasama na ang hindi sapat na budget support mula sa pamahalaan.

“It is for this reason that the country’s fisheries industry call for the creation of a department dedicated for the development, improvement, management, and conservation of the country’s fisheries and aquatic resources,” mariing sabi ng Kabayan partylist lawmaker.

“There exists a vast opportunity in our seas and oceans which we can tap. The creation of the DFAR offers the prospect of harnessing the huge economic potential for a ‘Blue Economy’ with an estimated valuation of PhP75.02 trillion and net annual benefit of Ph 317.33 based on a study conducted by scientists from the University of the Philippines, Ateneo de Manila University, and the University of California, Santa Barbara.” dagdag pa ni Salo.
