ISINULONG ngayon ni San Jose Del Monte City Rep. Florida Robes ang pagpapasa sa panukalang Bayanihan 3 na dapat bigyang prayoridad ng Kongreso sa pagbubukas ng sesyon sa Lunes, Mayo 17.
Sa kanyang pahayag, sinabi ni Robes na marami pang nararapat na isagawang pagtulong sa mga nawalan ng trabaho at sa mga nagsarang kompanya na resulta ng pandemya, lalu na ang patuloy na pagbagsak ng ekonomiya na nagreresulta ng pagurong ng kabuhayan ng bansa.
“We have yet to recover. In the meantime, unemployment is up, the economy is down. We are in recession. The Bayanihan 3 or House Bill 8628 filed by our Speaker Lord Allan Velasco will provide much needed assistance to our fellow Filipinos still in need of help at this time,” pahayag pa ni Robes.
Ito ang dahilan kaya’t inihain nito ang House Resolution No. 1718 upang ipahayag ang buong pakikiisa ng lahat ng miyembro ng Kamara sa pagpapasa ng naturang panukala.
Magbubukas sa Lunes, Mayo 17 ang sesyon ng Kongreso na tatagal hanggang Hunyo 4, 2021 na panahon ng sine die adjournment.
Una nang inihain ni Velasco ang House Bill 8628 na kilala bilang ‘An Act Providing for Additional Mechanisms to Accelerate The Recovery and Bolster the Resiliency of the Philippine Economy, Providing Funds Therefor and For Other Purposes’ o ang Bayanihan 3 na naglalayong pagkalooban ng karagdagang pampasigla ang ekonomiya upang matulungan ang bansa na matugunan ang tinatarget ng pagbangon ngayong taon.
Iminumungkahi ng panukala ang paglalaan ng P108 bilyong pisong karagdagang social amelioration o ayuda sa mga apekdatong mamamayan; P100 bilyon sa pagbangon ng mga mga apektadong sektor; P52 bilyong tulong na pansahod sa mga manggagawa; P70 bilyon sa pagbangon ng sektor ng agrikultura, P30 bilyong internet allowance sa mga mag-aaral;P30 bilyon sa mga nawalan ng trabaho; P25 bilyon sa pagbili ng gamot at bakuna laban sa COVID-19 at P5 bilyon sa rehabilitasyon ng mga lugar na sinalanta ng mga nagdaang bagyo at pagbaha.
Nakasaad naman sa inihaing resolusyon ni Robes ang katagang “there is a need to respond to the continuing challenges brought on by the pandemic especially since there are pervading difficulties in the procurement of vaccines for COVID-19 that prevent the country from carrying a full vaccination program for at least 75 percent of the population to achieve herd immunity.”
“The members of the House of Representatives should unite themselves once again to pass this important and much-needed piece of legislation to address the continuing challenges of the pandemic that threatens to derail the government’s recovery efforts,” dagdag pa ng kongresista.
