PINAKIKILOS ni Deputy Speaker Benny Abante ang mga kasamahang kongresista para i-reallocate ang pondo ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) sa ibang ahensiya na mas nangangailangan ng pondo sa gitna ng COVID-19 pandemic.

Sa kanyang inihaing resolusyon, hinikayat ni Abante ang Kamara na ilipat ang P16 billion na alokasyon sa NTF-ELCAC sa subsidy programs ng Department of Social Welfare and Development (DSWD) at Department of Labor and Employment (DOLE).

Binigyang-diin ng kongresista na mas dapat na iprayoridad ng pamahalaan ang ayuda o para sa mga nangangailangan sa halip na unahin ang mga counter-insurgency body na lumilihis na sa tunay na mandato nito na “Whole-of-Nation Approach”.

Upang maibsan ang epekto ng pandemya, mas mainam aniyang gamitin ang pondo ng NTF-ELCAC para sa financial assistance at iba pang uri ng suporta na makatutulong sa mga kababayan at pamilyang may limitadong resources o wala na talagang mapagkukunan para matustusan ang mga pangangailangan.

Bagaman kinikilala ng kongresista na may mahabang panahon na ng communist insurgency ang bansa, tila napabayaan naman ng NTF-ELCAC ang kanilang tungkulin dahil mas napapadalas ang red-tagging ng mga ito sa mga elected official, mga mamamahayag, non-government organizations, aktibista, abogado, guro, celebrities, private citizens at ngayon ay sa mga organizer ng community pantries na ini-uugnay sa mga rebeldeng komunista.
