“Ang pagbibigay sahod sa mga opisyal ng SK ay isang malakas na pahiwatig ng bansa na inaasahan din nito ang akmang antas ng propesyunalismo at dedikasyon mula sa kanila, gaya ng ibang sahurang manggagawa ng pamahalaan. Ibig sabihin nito, seryosong inaasahan ng bansa ang trabaho ng SK.

Nakikipagtulungan ako ngayon sa House Committee on Local Government para mapabilis lalo ang debate at pag-apruba sa panukalang batas,” paliwanag niya.

“Pagsasamahin namin ang dalawang panukala ko tungkol sa pasahod at civil service eligibility sa isang bill na lamang upang mapadali ang usapan sa kanila pagdating sa ‘bicameral conference meetings’ dahil magkasama ang dalawang usapin sa bersyon ng Senado. . . Inaasahan kong maipapasa ito marahil sa Agosto para maisama na sa 2020 budget at mapasahod na sila sa susunod na taon,” dagdag ni Salceda.

Sa ilalim ng HB 1667 ni Salceda na aamyenda sa RA 10742, ang Sangguniang Kabataan Reform Act of 2015, panukalang pasahurin ang SK kagawad katumbas ng kalahati ng buwanang pasahod sa barangay kagawad na umaabot sa P6,250, depende sa antas ng pananalapi ng barangay. Panukala ring akmang bayaran ang serbisyo ng SK secretary at treasurer.

“Kinakatawan ng SK ang pinakamalaking bahagi ng populasyon sa antas ng pamahalaang lokal, kaya naniniwala akong dapat palakasin ito bilang insititusyon. Dapat pamuhunanan natin sila para makaasa naman tayo ng higit na magaling na trabaho mula sa mga kabataan,” paliwanag ng mambabatas.

Pinuna ni Salceda na sa sistema ng barangay, nakapaloob ang elemento ng ‘dynamism’ na kinakatawan ng SK. “Sa simula pa, itinuring na ‘hasikan lamang ito ng tradisyunal na pamumulitika’ ngunit matibay itong instrumento sa matinong pangangasiwa ng gobyerno kung ito’y mailalagay sa tama at mapapalakas,” pahayag niya.

“Dahil sa gagawing institusyunal na ang pasahod, kailangan ding gawing maliwanag kung ano ang aasahan natin sa SK. Dapat silang sumunod din sa ‘standard auditing rules and procedures’ at ‘rules of ethical conduct’ gaya ng inaasahan sa mga opisyal ng gobyerno,” dagdag niya.

Ayon kay Salceda, ang SK ay “naging bilanggo ng mababang pag-asa” at wala ring gaanong inasahan dito dahil hindi rin naman ito pinamuhunanan ng sapat ng pamahalaan.

“Dahil sa banta ng Covid-19 sa mga ‘at-risk groups’ ngayon, kasama na ang mga opisyal ng baranagay, pinakilos na ang SK dahil mga bata pa sila at higit na matibay sa ‘virus,” dagdag ng solon.
