BILANG pagkilala na rin sa malaking ambag ng mga security guard, partikular sa aspeto ng pagpapanatili ng kaayusan, kaligtasan at seguridad ng mga mamamayan, isinusulong sa Mababang Kapulungan ng Kongreso ang panukalang batas na magbibigay sa mga ito ng ilang benepisyo.

Ayon sa mag-asawang House Majority Floor Leader Martin Romualdez (1st Dist., Leyte) at TINGOG Partylist Rep. Yedda Marie Romualdez, pangunahing iminumungkahi nila na maipagkaloob sa security guards ay ang maging benipisyaryo ang mga ito ng ‘study now, pay later’ program ng pamahalaan.

“The primary task of a security personnel is to provide protection to its clients against possible death, injuries, losses, damages and/or destruction of properties. Recognizing their very important role, this bill seeks to provide a mechanism to adapt to the chang-es in relation to the regulation and supervision of the private security industry and the practice of security profession,” sabi ng Romualdez couple.

Sa ilalim ng inihain nilang House Bill No. 7037 o ang  “Private Security Industry Act”, na layunin ding magpatupad ng kauku-lang regulasyon at superbisyon, partikular ng Philippine National Police (PNP) sa private security industry, binigyang-diin ang pangangailangang matiyak ng gobyerno ang pagkakaroon ng mga security guard ng ‘safe and healthful working conditions’.

Nakasaad naman sa Section 14 ng naturang  proposed measure ang pagtutulungan ng Technical Education and Skills Develop-ment Authority (TESDA) at PNP na magpatupad ng ‘study now, pay later’ program sa private o public security training institutions para sa training requirements ng security guard, watchman, o private detective.

“TESDA and PNP will coordinate to ensure that beneficiaries of study now, pay later scheme will un-dergo and finish additional training programs, courses, or training requirements including, but not lim-ited to, specialized security guard courses, security officers training courses, whether specialized or not, detective training courses, and candidate protection agent courses,” ang paliwanag ng mag-asawang Romualdez.    ROMER R.
