NANAWAGAN ang isang ranking leader ng minority bloc sa Kamara de Representantes sa kanyang mga kapwa mambabatas gayundin sa ilang opisyal ng Department of Labor and Employment (DOLE) na mabigyan siya ng oportunidad na maipaliwanag mabuti ang inihain niyang House Bill 4802.
Kasabay nito, binigyan-diin ni House Deputy Minority Leader at Probinsyano Ako partylist Rep. Jose “Bonito” C. Singson Jr. na ang panukala niyang gawing 24-months ang probationary period ng private workers ay kapwa makabubuti sa mga empleyado at employer.
“By extending the period of probationary employment, a probationary employee shall be accorded the chance for a longer and gainful employment assuring the probationary employee of a steady income instead of being terminated on or before six months.” Ayon kay Singson.
“This bill will in effect end the so-called ‘’endo’’ (end of contract) practice, wherein employees are being terminated usually on or before the six-month probationary period to avoid regularization.” Dagdag pa ng mambabatas.
Sa kabila ng mahigpit na pagtutol sa HB 4802 ng ilang sektor, kabilang si Labor Sec. Bebot Bello, tiwala si Singson na ang in-iakda niyang proposed measure ay maituturing na ‘End to Endo Bill’, na isang win-win solution, na bagama’t pro-worker ay naka-balanse rin sa kapakanan ng mga negosyante.
“House BiIl 4802 is simply seeking to extend the period of probationary employment which does not hinder the employer’s decision to regularize a probationary employee at any time within the proposed two years. Likewise a probationary employee must satisfy a set of standards to qualify. These processes demand more time, which in a lot of cases takes more than six months.” Paliwanag pa ni Singson.
Kaya naman umaasa ang house deputy minority leader sa ngayong nagbalik-sesyon na sila ay maisasa-lang sa committee on labor and employment ang HB 4802 at doon ay matatalakay ito ng husto kung saan kumpiyansa siya na mapaliliwanagan niya ang mga may agam-agam dito. ROMER R. BUTUYAN
