UMENTO SA GOV’T WORKERS MATATANGGAP NA

MATATANGGAP na ng mga kawani sa pamahalaan ang umento ngayong Enero.

Ito ay nang lagdaan na ni Budget Secretary Amenah Pangandaman ang dalawang Budget circulars at implementing guidelines para sa salary increase sa mga civilian personnel at local government workers.

Ang umento ay ikaapat at huling bugso ng itinakdang salary hikes na epektibo nitong Enero,1 2023.

Bahagi ito ng Republic Act (RA) 11466 (“Salary Standardization Law of 2019” or “SSL V), series of 2020.

Ang unang bugso ng umento ay noong Enero 1, 2020.

Pinuri naman ng kalihim ang pagbibigay ng salary increase sa mga state worker.

“The government recognizes the indispensable role of its dedicated personnel in serving our beloved country. We are firmly committed to help them amidst rising prices of goods and services. We hope this latest salary increase will cushion the impact of inflation,” ayon kay Pangandaman.

Samantala, kasama sa makatatanggap ng umento ang lahat ng posisyon bilang civilian personnel, maging regular, casual, or contractual in nature, appointive o elective, full-time o part-time, na nasa executive, legislative, at judicial branches maging ang mga nasa constitutional commissions at iba pang constitutional offices; state universities and colleges (SUCs); at government-owned or controlled corporations na ‘di saklaw ng Republic Act No. 10149.

Saklaw din ng SSL V ang lahat ng posisyon para mga LGU personnel maging ang mga oto ay regular, contratual o casual, elective o appointive, mga nasa full-time o di kayabay part-time basis at lahat ng mga posisyon para sa barangay personnel na tumatanggap ng monthly honoraria.

Samantala, ang mga walang employer-employee relationship at ang mga pinopondohan mula sa non-Personnel Services (PS) appropriations ay hindi saklaw ng mga nabanggit na circular.

Hindi rin sakop ang mga military at uniformed personnel, GOCCs sa ilalim ng RA 10149 at mga indibiduwal na nakaempleyo sa pamamagitan ng job orders, contracts of service, consultancy o kaya ay service contracts na walang employer- emlloyee relationship.

Samantala, sa ilalim ng 2023 General Appropriations Act (GAA) naglaan ng 48 milyong piso sa ilalim ng Govermance Commission for GOCC’s (GCG) budget para magsagawa ng pag-aaral sa government compensation structure para sa iba’t ibang national government agencies at GOCCs.

“President Bongbong Marcos directed us to conduct a study to ensure that the compensation of all civilian personnel will be generally competitive with those in the private sector doing comparable work to attract, retain, and motivate corps of competent and dedicated civil servants,” giit ni Pangandaman.

“Apart from the conduct of the study, the DBM is also undertaking a review of the rates of the existing benefits being provided to qualified government employees to assess if these may need adjustment in the future,” dagdag pa ng budget chief. EVELYN QUIROZ
