UNIFIED POST-DISASTER FRAMEWORK KAILANGAN

PANAHON na para magkarooon ang pamahalaan ng “unified post-disaster” framework  pagdating sa rehabilitasyon at resettlement na magagamit sa anomang uri ng kalamidad na maaring tumama sa bansa.

Ito ang binigyang-diin ni Senador Francis Tolentino kasabay ng sponsorship speech ito sa Committee Report bilang 53  kaugnay sa Taal Volcano Rehabilitation and Resettlement Framework sa plenaryo kahapon.

Ani Tolentino, bilang Chairman ng Senate Committee on Urban Planning, Housing and Resettlement, kailangang magkaroon ng maayos na pagpa-plano na magagamit ng lahat sa oras ng kalamidad.

“Time for us to have a framework on resettlement that would apply to all kinds of disaster or calamity that may hit our country. A unified post-disaster framework would allow us move forward swiftly in times of adversity and hardship,” diin ng senador na may akda rin ng Senate Bill No. 1272 o Expanded Philippine Disaster Risk Reduction and Management Framework of 2020.

Bukod sa Senate Bill No. 1272, kasama rin sa Committee Report ang Senate Bill No. 1275 o Taal Volcano Rehabilitation and Development act.

Ayon kay Tolentino, mahalagang maipasa ang “unified framework” para mapalakas at mapabilis ang pagtugon ng gob­yerno bago pa dumating  at pagkatapos tumama ng isang kalamidad.

“Despite of our extensive experience in disasters and calamities, there is more to be desired in government response mechanisms to adjust and adapt to the fact that our nation is in the Ring of Fire and in the Typhoon Belt,” anang senador.

“Our rehabilitation and resettlement projects are dragged and stretched for a long period of time, negating its positive effects which add complications to the problem,” dagdag pa nito.

Tinukoy rin nito, nagsilbing eye-opener  sa gobyerno ang nangya­ring pagsabog ng Bulkang Taal  na dapat magkroon ng maayos na framework para sa pagsisikap ng national at local government pagdating sa rescue, recovery, relief at rehabilitasyon ng mga apektadong lugar.

“Due to the considerable number of houses destroyed by the eruption and the danger of harm that may be caused to the Filipino families if they return to their residences, there is a need for the government to implement a mass relocation and resettlement program for thousands of families,” diin pa ni Tolentino.
