TINUTULAN ng Department of Finance (DOF) ang panukalang i-exempt ang electric vehicles (e-vehicles) sa value-added tax (VAT) at sinabing may sapat na mga batas para mabigyan ng insentibo ang industriya.
“We support the purpose of the bill. It will promote the use e-vehicles. However, we express concern with respect to the VAT exemption supposed to be granted in the bill,” wika ni Finance Undersecretary Bayani Agabin sa pagdinig ng Senate Committee on Energy para sa “Electric Vehicles and Charging Stations Act” kahapon.
Ayon kay Agabin, nilimatahan na ng Tax Reform for Acceleration and Inclusion (TRAIN) law ang VAT exemptions para magkaroon ng malawak na tax base.
“The proposal to grant VAT exemptions to the sale of e-vehicles is not the proper way to incentivize the sale of e-vehicles. We have enough laws, we have BOI (Board of Investments) which grants tax holidays, duty-free on imports, they can avail of that,” ani Agabin.
Sa ilalim ng Senate Bill No. 174 o ang “An Act Providing the National Policy and Regulatory Framework for the use of Electric Vehicles, and the Establishment of Electric Charging Stations”, ang e-vehicles ay i-e-exempt sa VAT.
Sinabi ni Senate Energy committee chair Senator Sherwin Gatchalian na ang panukalang fiscal incentives ay naglalayong mapaunlad ang e-vehicles industry at matulungan ito na makipagsabayan sa internal combustion engine vehicles.
Subalit binigyang-diin ni Agabin na ang e-vehicles ay nagtatamasa na ng fiscal incentives at exempted sa pagbabayad ng excise taxes sa ilalim ng TRAIN law.
Ang TRAIN law ay nagpapataw ng mas mataas na excise taxes sa motor vehicles.
