WALA NANG PHASEOUT SA TRUCK

INALIS na ng Department of Transportation (DOTr) ang vehicle age limit para sa trucks sa gitna ng isinasagawang ‘truck holiday’ ng ilang trucking groups bilang protesta sa pag-phase out sa mga truck na mahigit 15 taon nang bumibiyahe.

Nagpalabas ang Land Transportation Franchising and Regulatory Board (LTFRB) ng memorandum circular na nagpapahintulot sa truck operators, kabilang ang mga may units na mahigit 15 taon na ang edad, na ipagpatuloy ang kanilang operasyon hanggang pumapasa sila sa roadworthiness tests na isinasagawa sa pamamagitan ng motor vehicle inspection system (MVIS) ng Land Transportation Office (LTO).

“We will be veering away from the vehicle age policy moving towards the roadworthiness policy in terms of determining roadworthiness of public utility vehicles. During the transition, units that are 15 years old or much older can continue to operate. Once the MVIS is put in place, the policy to determine the roadworthiness of the vehicle will be done through the motor vehicle inspection system,” pahayag ni LTFRB Chairman Martin Delgra III.

Nakapaloob sa Department Order (DO) 2017-09,  na nagpapatupad sa naunang order na inisyu noong 2002,  ang 15-year age limit para sa public utility bus units o trucks for hire na saklaw ng certificate of public convenience.

Ang transition period para sa truck operators na palitan ang non-compliant vehicle units sa ilalim ng DO ay mula Hunyo 30, 2017 hanggang Hunyo 30, 2020.

“For existing CPCs and pending applications for trucks for hire service there should be a two-and-a-half-year transition period or until June 30, 2020 within which operators of trucks for hire will be required to substitute noncompliant units per DO 2017-09. However, upon establishment of the MVIS centers during the transition period, the roadworthiness certificate shall be the basis to determine a public utility vehicle’s roadworthiness,” ani Delgra.

Nagpalabas din ang DOTr  ng DO na magpapahintulot sa private sector companies na mag-operate ng MVIS facilities sa buong bansa.

“We are currently drafting the implementing rules and regulations wherein we will accredit private companies to run these MVIS facilities. We expect this to be up and running after six months around that time period,” sabi ni DOTr officer-in-charge Undersecretary for Road Transport Mark de Leon.

Aniya, target ng ahensiya ang mahigit sa 200 MVIS facilities na panga­ngasiwaan ng pribadong sektor sa buong bansa, kasama ang pagbili ng LTO ng 26 mobile inspection units.

Ilang truck operators ang kasalukuyang nagsasagawa ng 5-day truck holiday mula Nob. 19 hanggang Nob. 24 bilang protesta sa phaseout ng 15-year old trucks at sa port congestion sa bansa.  PNA
