BINIGYAN ng Board of Investments (BOI) ng green lane certificate ang isang solar power project na sinasabing pinakamalaki sa mundo na isinasagawa ng isa sa mga kompanya ni business mogul Manuel Pangilinan.
Sa isang statement, sinabi ng BOI na ginawaran nito ng certificate of green lane endorsement ang Terra Solar Philippines, Inc. (TSPI) noong nakaraang Agosto 5 para sa 3,500-megawatt Terra Solar project nito na may 4,500-megawatt hour battery energy storage system (BESS).
Sinasabi ng kompanya na ito ang pinakamalaking solar power project sa mundo na may itatayo sa 3,500 ektaryang lupain sa dalawang lalawigan — Bulacan at Nueva Ecija.
Ang green lane certificate ay tinanggap nina Pangilinan at Meralco PowerGen Company (MGen) president at chief executive officer Emmanuel Rubio.
Ang TSPI ay isang subsidiary ng SP New Energy Corporation (SPNEC) —na pinamumunuan ni Pangilinan— at ng MGen Renewable Energy, Inc. (MGreen), ang renewable energy arm ng MGen — isang unit ng Pangilinan-led Manila Electric Company (Meralco).
Ang proyekto ay nakarehistro na sa BOI noong Hulyo, na may investment value na P185.28 billion at inaasahang lilikha ng 4,165 trabaho.

Ang proyekto ay tumanggap din ng Certificate of Energy Project of National Significance mula sa Department of Energy (DOE) noong nakaraang Hulyo 23, dahil ang anumang national energy project na may capital na lalagpas sa USD59 million ay itinuturing na “significant”.
Ayon sa kompanya, ang green lane initiatives ng pamahalaan ay makatutulong upang makamit ang timeline nito para sa proyekto na simulan ang commercial operations para sa first phase sa February 2026 at second phase pagkalipas ng isang taon.
“Having the green lane certificate is a testament to our commitment to excellence, innovation, and environmental stewardship. It’s also a recognition of our collective efforts to prioritize and fast track projects that will accelerate the country’s low carbon transition —and this one is expected to deliver by February 2026,” ani Rubio.
