IMINUNGKAHI ni Senador Francis ‘Tol’ Tolentino na gawing sentralisado ang sistema sa lahat ng ahensiya ng pamahalaan na bahagi sa proseso ng procurement.

Inihain ni Tolentino kamakailan ang Senate Bill No. 2431—isang panukalang batas na layong susugan ang Republic Act No. 9184 o ang Go­vernment Procurement Reform Act at bumuo ng isang senstralisadong “warehousing and inventory system” sa lahat ng sangay ng gobyerno na may kinalaman sa pagbili.

Paliwanag ni Tolentino, layunin ng SB 2431 na mandohan ang Go­vernment Procurement Policy Board (GPPB) ng sentralisadong panuntunan o ‘stand operating procedure manual’ sa tamang sistema ng pag imbentaryo at warehousing sa ispesipikong mga bagay na bibilihin ng bawat ahensya ng pamahalaan.

Kamakailan lamang ay pinahuyan ni Tolentino ang pamunuan ng Department of Education (DepEd) na makipag sanib-puwersa sa Department of Science and Technology (DOST) and at sa Department of Information and Communications Technology (DICT) upang bumuo ng isang ‘inventory management system’ sa kagawarang pinamumunuan ni Secretary Leonor Briones.

Samantala, naghain din si Tolentino ng isa pang lehislasyon na layong isa pormal ang implementasyon sa paggamit ng digitalized technology sa mga pamahalaang lokal.

Layon ng Senate Bill No. 2430 na mandohan ang mga local government units (LGUs) na ipatupad ang isang ‘digitalized inventory and warehousing management system’ sa bawat lokalidad.

Binigyang diin ni Tolentino na dahil sa tinatawag na ‘2018 Mandanas Ruling’ ng Korte Suprema, mas malaking responsibilidad ang nakaatang ngayon sa balikat ng bawat LGUs sa bansa.

Sa kasalukuyang batas, ang mga LGUs ay inatasan lamang guma­mit ng isang ‘archival system,’ na isang mano-manong sistema sa pag imbentaryo ng mga ari-arian, dokumento, at iba pang mga biniling bagay.
