EMERGENCY MEDICAL SERVICE ISINUSULONG NA PALAKASIN

BINIGYANG-DIIN ni House Deputy Majority Leader and Las Piñas City Rep. Camille Villar ang pangangailangan na magkaroon sa lahat ng bahagi ng bansa ng malakas at maaasahang emergency medical services system (EMSS) upang mabilis na matugunan ng pamahalaan ang anumang uri ng medical emergencies.

Sa kanyang inihaing House Bill no. 5788, isinusulong ng house lady deputy majority leader ang pagkakaroon ng comprehensive policy framework bilang gabay sa pagkakaroon ng emergency medicine (EM) partikular sa bawat local government units (LGU).

Ito’y sa layunin na agarang pagsaklolo sa medical emergencies gayundin sa paglalatag ng mga hakbang laban sa  anumang banta sa kalusugan ng mga mamamayan gaya ng lamang ng pinangangambahang pagkalat ng nakamamatay na coronavirus disease o COVID-19.

“Emergency medicine is a specialized discipline in the medical field focused on giving timely and coordinated health and safety services to victims of sudden illness or injury, prior to them reaching hospitals, health centers or other brick-and-mortar healthcare facilities,” ayon pa kay Villar.

“There’s still so much we don’t know about COVID-19 (2019 coronavirus disease) as far as treatment is concerned. But having a strong EMSS in the background can help save lives and ease the public’s paranoia on this new virus. As with any viral infection, the first few hours is always important and this bill ensures that we have the infrastructure to respond to it.” Dagdag ng Las Piñas City congresswoman.

Sa kanyang panukala, bubuo ng National EMSS Advisory Committee (NEAC), na magkatuwang na pamumunuan ng kalihim ng Department of Health (DOH) at Department of the Interior and Local Government (DILG) at silang gagawa ng nationwide EMS network.

Ang mga LGU naman ay magkakaroon ng sarili nilang ‘Dispatch Centers’ na may sapat na mga kagamitan at tauhan gaya ng emergency transport vehicle o ambulance na may nakatalagang EMS personnel.

Nais din ng mambabatas na lumikha ang National Telecommunications Commission (NTC) ng national emergency number, katulad ng  911 emergency hotline, na magugunitang pinasimulan ng  Duterte administration, upang maging mabilis aniya ang pag-uulat at pagresponde sa medical emergencies.
