Ito ang isiniwalat ni Senador Panfilo Lacson sa pagpapatuloy ng pagdinig ng Senate Committee of the Whole kaugnay sa iregularidad sa pag-angkat ng mga produktong pang-agrikultura.
Kinuwestiyon ni Lacson ang malaking pagkakaiba sa datos ng World Trade Organization (WTO) at ng Philippine Statistics Authority (PSA) tungkol sa pag-import ng isda at seafood mula 2015 hanggang 2020.
“The Department of Agriculture will have a lot of explaining to do. The discrepancies may mean there is a lot of misdeclaration, underdeclaration, or outright smuggling. There’s a pattern,” anang senador.
“It’s not just in pork and poultry products where there are irregularities. It cuts across practically all FSRAs (food safety regulatory agencies). What action has the DA taken? The bottom line is that we have lost so much revenues — some P1.058 billion yearly from 2015 to 2020 in foregone revenues on imported fish and seafoods alone on account of all these discrepan-cies,” ani Lacson.
Nadiskubre ng senador na may nawawalang P1.058 bilyong taripa na dapat ay pumasok sa kaban ng gobyerno ng Filipinas nang pagkumparahin ang mga datos ng WTO at PSA.
Gayundin, sa usapin ng karne ng manok, inusisa ni Lacson ang magkakaibang datos ng WTO at PSA sa importasyon ng non-mechanically deboned meat (MDM) chicken products, kung saan nasa 190 million kilo mula 2015 hanggang 2020 ang ipinagkaiba ng dalawang institusyon.
“Some importers would declare the non-MDM chicken products as MDM to avail of the five-percent tariff, which is much lower than the 30 percent for in-quota importation and 35 percent for out-quota importation of non-MDM products,” dagdag ng senador.
Ayon pa kay Lacson, malaking tapyas sa kaban ng bayan at dagdag na kayamanan para sa mga importer at kasapakat na tiwaling opisyal ng pamahalaan ang resulta ng nabanggit na iregularidad.
“While the government loses billions of pesos in potential revenues, the pockets and bank accounts of some importers and corrupt officials continue to grow bigger,” ayon kay Lacson.
Una nang nagbabala ang mambabatas na bukod sa mawawalan ng nasa P3.6 bilyon na koleksiyon ang pamahalaan ay mamamatayan rin ang lokal na industriya ng babuyan sa implementasyon ng Executive Order 128 series of 2021 na sinasabing paraan upang hindi masyadong tumaas ang presyo ng karne ng baboy sa bansa matapos na manalasa ang African Swine Fever (ASF).
