BILANG tugon sa lumalakas na panawagan para isantabi muna, lalo na ngayong marami ang hirap sa buhay dala ng COVID-19 pandemic, inihain sa Mababang Kapulungan ng Kongreso ang panukalang batas na nagsusulong para sa isang taong suspensiyon ng pagpapatupad ng Republic Act No. 11229, o ang “Child Safety in Motor Vehicles Act”.

Pagbibigay-diin ni Parañaque City 2nd Dist. Rep. Joy Mira Tambunting, mismong si Pangulong Rodrigo Duterte na ang nagpahayag ng pagnanais na itigil ang implementasyon ng nasabing batas, na nagtatakda sa paggamit ng child car seat para sa mga batang edad 12 gulang pababa o kaya’y iyong mga walang 60 inches ang taas kapag sakay ng isang motor vehicle.

Kaya naman iniakda ng Parañaque City lady lawmaker, na siya ring vice-chairperson ng House Committee on Games and Amusements at miyembro ng House Committee on Welfare of Children, ang isang panukalang batas na layuning suspendihin muna ng isang taon ang RA 11229.

“In response to the call of the Filipino people, a call led by President Duterte, I filed today a bill seeking for a one-year suspension of the effectivity and implementation of Republic Act No. 11229, otherwise known as Child Safety in Motor Vehicles Act. This is to give our government agencies time to study the matter further in light of the current health and economic troubles facing our country today,” ang pahayag ni Tambunting.

“The majority of the riding public was not informed about these new regulations. The Government cannot impose regulations without launching the proper information campaign,” ayon pa rito.

Sinabi ni Tambunting, marami ang umaalma sa ilang probisyon ng Implementing Rules and Regulation (IRR) ng Child Safety in Motor Vehicles Act, partikular na ang pagpapagamit ng child car seat.

Paggigiit ng ranking lady House official, dapat ikonsidera rin ng pamahalaan ang timing sa pagpapatupad ng nasabing batas lalo na sa gitna ng nararanasang pandemya.

“As many children are still required to stay at home by quarantine protocols, we must seriously study the necessity of putting this law into effect at this point in time. The purchase of car seats also remain a substantive cost for many families, a cost we are not willing to place on them during a time of economic hardship brought about by the pandemic.” Ani Tambunting.
