HULING budget request ni Pangulong Rodrigo Duterte bilang Punong Ehekutibo na dapat ay nakatuon ito sa pinakakritikal na hakbang na muling bubuhay sa ekonomiya ng bansa sa gitna ng pandemya.
Ayon kay Senador Sonny Angara, chairman ng Senate Committee on Finance, nararapat lamang na malaking bahagi ng susunod na pambansang pondo ay ilaan sa national recovery, base na rin sa ipinahayag ng Pangulo sa kanyang huling SONA nitong Lunes, Hulyo 26.
Aniya, kung ano ang mga inisa-isang plano ng Pangulo sa kanyang talumpati patungkol sa pagbangon ng ekonomiya, kailangang ilatag ang mga ito sa isusumiteng proposed national budget ng Malakanyang sa Kongreso.
“Kung wala namang kaukulang pondo ang pinapangarap nating pagbangon, baka manatiling pangarap na lang ‘yan. Nasa kasaysayan na ng SONA na anumang mga ipinangako ng Pangulo ay dapat mapondohan,” anang senador.
Ani Angara, mistulang “major downpayment” ang 2022 national budget sa inaasam-asam na pagbangon ng bansa mula sa patuloy na paghagupit ng pandemya.
Mabuti na lamang, aniya, at mayroon nang mga umiiral na batas sa bansa na makatutulong sa recovery programs ng gobyerno. Bukod sa muling maiaangat nito ang ekonomiya ay kapaki-pakinabang pa ito para sa lahat.
“Mayroon na tayong free college to train our youth. Nandyan din ang Universal Health Care. Sa usaping pang-ekonomiya naman, may mga bago tayong paraan sa pagpapalakas ng negosyo, encourage start-ups, retain talent and attract investments in order to create good paying jobs for our people.”
Sinabi pa ni Angara na sa pamamagitan ng reform laws na isinulong ni Pangulong Duterte at ng mga nagdaang pangulo, may solidong pundasyon ang bansa na masasandigan ng mamamayan sa panahon ng krisis.
Nagpaalala rin ang senador sa mga kinauukulan na ang mahahalagang hakbang tungo sa muling pagbangon ay kailangang gawin na sa lalong madaling panahon.
“Ito pong mga ginagawa natin ngayon tulad ng pagbabakuna, paggastos sa pondo, ligtas na pagbubukas muli ng mga paaralan, mga imprastraktura – bilisan natin ang pagkilos. Hindi sa lahat ng oras sa panahong ito (ng pandemya) ay may pagkakataon tayo,” ani Angara.
“May nalalabi na lamang na 338 days hanggang June 30 ng susunod na taon ang administrasyon. ‘Yan ang araw na matatapos ang termino ni Pangulong Duterte. Kailangang mabilis ang implementasyon ng mga programa, hindi dahil ‘endo’ na siya, pero kailangan ng taumbayan na lugmok sa pandemya. ‘Yan naman ang mensahe niya sa SONA,” dagdag pa ni Angara.
