‘SOCIAL, ECONOMIC SERVICES’ BUBUHUSAN NG BUDGET

LUBOS ang paniniwala ng isang high ranking leader ng  Kamara na malakig bahagi ng panukalang P4.5 trilyon na pambansang badget para sa susunod na taon ang ibubuhos ng administrasyon ni Pangulong Rodrigo Roa Duterte sa social at economic services nito.

Ayon kay House Majority Leader at Leyte province 1st Dist. Rep. Martin Romualdez, walang dudang pangunahing layunin sa paglaan ng 2021 national budget ang masimulan at maibangon muli ang ekonomiya ng bansa matapos na ilang buwang pinadapa ng Covid-19 pandemic.

Kaya naman bilang bahagi ng kanilang tungkulin, sinabi ng pinuno ng makapangyarihang House Committee on Rules na handa silang magdoble-kayod upang matiyak ang maagap na pag-apruba ng 2021 General Appropriations Bill (GAB) kahit pa ang kanilang gagawing pagdinig dito ay sa pamamagitan ng telecommunication o virtual Zoom meetings alinsunod na ‘new normal’.

“We will go through the very transparent process of budget deliberations to fully discuss its merits and main objective to serve the people. We are going to scrutinize the national budget and do our jobs properly,” pahayag ni Romualdez.

“It is expected that social and economic services will get the biggest chunk of the national budget where lawmakers will guarantee that effective utilization and honest spending of the national budget will result to real benefits of the people in this time of COVID-19 pandemic,” dagdag pa ng Leyte solon.

Kaugnay nito, nagbabala si Speaker Alan Peter Cayetano sa lahat ng ahensiya ng pamahalaan na naging palpak ang serbisyo sa taumbayan, partikular sa panahon ng pandemya, na hindi makaaasa ang mga ito ng magandang budget allocation sa ilalim ng 2021 GAA.

“If we find out that you’re offline, if we find out na hindi kayo maabot nung constituents, delayed sa inyo, nag-online nga kayo, hindi naman makarating, nagla-lockdown kayo nang napakatagal, na-delay ‘yung inyong mga serbisyo, don’t expect a smooth budget hearing or a good budget next year,” ang tahasang sabi ng House Speaker.

Tinukoy naman ni Cayetano ang limang pangunahing infrastructure programs na magiging prayoridad sa 2021 GAA, na kinabibilangan ng mass transportation, digital infrastructure, health-related facilities, tourism, at agriculture.            ROMER R. BUTUYAN
