TAHASANG sinabi ni Senadora Imee Marcos na mapangahas ang patakaran ng mga economic manager ng bansa na ipaubaya sa pribadong sektor ang inisyatiba sa paglikha ng mga economic zone para makahikayat ng mga foreign investment.

Ani Marcos, chairman ng nasabing komite, nabuking sa hearing na nasa 84 ecozones sa bansa mula pa noong 2016 ang  inisyatiba pala ng pribadong sektor, base na rin sa testimonya ng Philippine Economic Zone Authority (PEZA).

“So, ang 84 ecozones pala ay gawa ng pribadong sektor at wala ni isang ginawa ang ating mga economic managers? Kawawa!” patuyang sinabi ni Marcos.

Sinabi rin sa hearing ni Department of Finance (DOF) policy and research director Juvy Datufrato na intensiyon ng ahensiya na ipakarga o ilipat na sa pribadong sektor ang pinansiyal na pasanin ng gobyerno.

Dahil dito, nanghihinayang na sinabi ni Marcos na nawawalan tuloy ng pagkakataon na kumita at makalikha ng maraming trabaho, lalo na sa mga malalayong probinsya, dahil sa nasabing pagtanggi sa mga lokal na pamahalaan na nagnanais na makapagtayo ng ecozones.

Sa report ng UNCTAD World Investment noong 2020, lumitaw na mula sa $8.7 billion noong  2017 ay nabawasan o mas bumaba pa sa $5 billion noong 2019 ang foreign direct investment (FDIs) sa Filipinas.

“Ikumpara natin iyan sa pagtaas naman ng FDIs sa iba pang Asean nation na tulad ng Indonesia, Malaysia, Cambodia, lalo na ang  Vietnam na kumita ng nasa $16.1 billion,” ani Marcos.

“Paliit nang paliit ang bayong ng foreign investment sa Filipinas, pero hindi nakitang solusyon ng economic managers natin ang mga ecozone sa panahon na gipit na gipit at kapos sa kita ang gobyerno. Kailangan nating mabawi ang ating mga pagkalugi,” diin niya.

“Ang problema kasi, ang trato ng ating mga economic manager sa tax incentives ay mga gastos lang kaysa mga investment sa potensiyal ng  Filipino exports,” dagdag pa ni Marcos, pagkatapos ipahayag sa hearing ni National  Economic Development Authority (NEDA) assistant secretary Greg Pineda na 441 bilyong piso ang nawalang kita ng gobyerno dahil sa incentives.

Habang hinihintay ang lagda ni Pangulong Duterte sa CREATE bill, nakatengga ang mga bagong proyekto at plano ng mga foreign investor para palawakin ang negosyo na 60% ng kabuuang taunang investment na inaprubahan ng PEZA.

“Magiging mas malapit sa foreign investors sa China at Japan ang mga ecozone mula Ilocos Norte hanggang Saranggani,” ani Marcos, na nagsabi ring nagpahayag na ng interes ang mga Chinese at Japanese investors na mamuhunan ng $100 billion sa Surigao del Sur.
