APRUBADO sa Monetary Board ng Bangko Sentral ng Pilipinas (BSP) ang foreign borrowings ng pamahalaan sa third quarter ng 2023.
Sa isang statement, sinabi ng central bank na inaprubahan ng MB ang kabuuang $2.70 billion external loans ng bansa para sa July-September period.
Ang borrowings ay binubuo ng apat na project loans na nagkakahalaga ng $1.95 billion at isang program loan na may halaga na $750 million.
“These borrowings will fund the national government’s program on economic recovery, environmental protection and climate resilience, as well as projects for the transport and agricultural sectors,” ayon sa BSP.
Sa ilalim ng Section 20, Article VII ng 1987 Constitution, kailangan munang aprubahan ng BSP, sa pamamagitan ng MB nito, ang lahat ng foreign loans na kokontrahin o gagarantiyahan ng Philippine government.
Gayundin, nire-require ng Letter of Instructions No. 158 na may petsang 21 January 1974 na isumite ang lahat ng foreign borrowing proposals ng national government, government agencies, at government financial institutions na para sa approval-in-principle ng MB bago simulan ang aktuwal na negosasyon.
“The BSP promotes the judicious use of the resources and ensures that external debt requirements are at manageable levels, to support external debt sustainability,” anang BSP.
