UMAABOT sa P11.71 bilyong projects sa ilalim ng Assistance to Municipalities (AM) program ang ibibigay ng Department of the Interior and Local Government (DILG) sa 1,373 bayan sa buong bansa.
Ayon kay DILG OIC-Secretary Eduardo M. Año, ngayong taon ang AM program ay ang local bridges, disaster risk reduction-related equipment, rain water catchment facilities, sanitation and health facilities, at municipal drug rehabilitation facilities.
“Ang programang AM ay ayuda sa mga munisipalidad. It is cognizant of the need to further enable municipalities in carrying out functions devolved to them while at the same time, building their capacity towards genuine fiscal autonomy,” paliwanag pa ni Año.
Layunin ng AM program na maihatid sa lahat ng munisipalidad ang mga pangunahing serbisyo sa pamamagitan ng pagbibigay ng financial subsidy sa municipalities para sa implementasyon ng priority programs at projects.
Noong 2017, ang dating program ay tinawag na Assistance to Disadvantaged Municipalities (ADM) na sakop lamang ang local access roads, water system projects, evacuation facilities at water impounding projects.
“The DILG is always geared towards responsive governance. The expansion of menu of AM projects is in line with the identified needs of municipalities indicated in their Local Development Investment Plans,” dagdag pa niya.
Sa DILG Memorandum Circular (MC) No. 2018-61, tinukoy ng DILG Chief ang pondo na direktang ilalabas mula sa national government sa pamamagitan ng Bureau of Treasury hanggang sa municipal governments matapos na makumpleto ang mga requirements ng DILG, municipalities ang siyang magpapatupad ng AM projects.
Sinabi pa ni Año, ang pag-release ng pondo para sa mga munisipalidad ay kailangan sumunod sa mga kinakailangang requirements ng “DILG Seal of Good Financial Housekeeping, functionality of a town’s Local Development Council, and requisites of Public Financial Management (PFM) systems and adoption of the corresponding PFM measures.” JOEL AMONGO
