HALOS 99%  ng national spending program para sa 2019 ang naipa­labas na hanggang end-November, ayon sa Department of Budget and Management (DBM).

Sinabi ng DBM  na nakapagpalabas na ito ng P3.622 trillion o 98.9%  ng  P3.662-trillion 2019 obligation program hanggang noong Nobyembre 30.

“The immediate release of funds by the DBM will ensure that national government agencies are able to swiftly implement their programs and projects, such as the construction of new roads, schools, and hospitals, and the protection and promotion of the welfare of the poor and marginalized sectors, among others,” wika ng DBM.

Ang mga ipinalabas sa line departments ay nagkakahalaga ang P2.056 trillion, kabilang ang mga pondo na inilaan sa mga ahensiya sa Executive branch, Congress, Judiciary, at iba pang constitutional offices.

Samantala, ang mga ipinalabas mula sa Special Purpose Funds (SPFs) o budgetary allocations para sa specific socioeconomic purposes ay umabot sa P369.04 billion.

Ang SPFs ay kinabibilangan ng budgetary support para sa  government corporations, alokasyon sa local government units, contingent funds, miscellaneous personnel benefits fund, National Disaster Risk Reduction and Management Fund, at Pension and Gratuity Fund.

Ang allotment releases para sa automatic appropriations ay umabot sa  P1.076 trillion hanggang end-November, kabilang ang 100% ng full-year 2019 program para sa Internal Revenue Allotment ng LGUs.

Kinabibilangan ito ng pension ng expresidents, kanilang widows, special accounts sa general funds, net lending, interest payments, tax expenditures funds, customs duties and taxes, at retirement and life insurance premium requirements (RLIPs).

Dagdag pa ng DBM, nakapagpalabas na ang ahensiya ng P64.812 billion para sa unprogrammed appropriations na nagpapa­hintulot sa karagdagang agency expenditures para sa priority programs at projects kapag nahigitan ang revenue collection targets. PILIPINO Mirror Reportorial Team
