“QUIPIA” ang dating pangalan ng munisipalidad na tinatawag ngayong Jovellar. Sa nasabing bayan, nag-sasagawa ng isang pagdiriwang kaugnay ng isang festival upang parangalan ang patron ng bayan na si San Juan de Bautista.

Ang nasabing pagdiriwang ay pagpapakita ng pagkakaisa ng lahat sa loob ng daan-daang taon.

Ito ang nagbibigay-daan upang maipakita ng mga taga-Jovellar ang kanilang talento sa sining at kultura ng kanilang bayan na ipinagmamalaki nila sa napa-kahabang panahon.

Ang nasabing mga ta­lent ay nagpasalin-salin na sa mga nagdaang heneras­yon.

Dahil sa Quipia festival, nahihikayat ang kabataang alamin ang kasaysayan ng kanilang ba­yan, at muling ipakita ang mga magagandang tradisyong nilimot na ng panahon.

Ito ang kanilang kontribusyon sa pagpapayaman ng kulturang Filipino.

Tulad ng karaniwang taunang festivals na isinasagawa sa iba’t ibang panig ng Pilipinas, ang fiesta celeb­ration na ito ay puno ng sayawan at kantahan, bukod pa sa iba’t ibang events kasama na ang street dancing at street presentation. – NV
