P4.1-T BUDGET SA 2020

HIHILING si Pangulong Rodrigo Duterte sa Kongreso ng P4.1 trillion national budget sa 2020, mas mataas ng 10 percent sa kasalukuyang taon, ayon sa mga opisyal ng Department of Budget and Management (DBM).

Sinabi ni Budget Assistant Secretary Rolando Toledo na ang 2020 budget ay magi­ging cash-based at kabibilangan ng tinatayang P233.3 billion na extended payments mula 2019.

Sa panukalang total cash-based budget para sa susunod na taon, may 44 percent ay inilaan para sa Tier 1 projects na kinabibi-langan ng mga ongoing programs at activities ng iba’t ibang tanggapan at ahensiya sa ilalim ng reenacted 2018 budget.

“Automatic appropriations, for example the internal revenue allotment, debt-lending, and special purpose funds like the local government units special shares, contingent fund, among others, will account for another P1.345.7 billion or 32.8 percent of the total budget,” ani Toledo.

“That will give us a total of P3.2 trillion of the Tier 1,” dagdag pa niya.

.“Under a full implementation of the cash-based budgeting, government will have 1 year to obligate and deliver projects and an additional 3 months to pay contractors for what was delivered by the end of the fiscal year,” pahayag naman ni  Budget Usec. Janet Abuel.

Humiling si Speaker Gloria Macagapal-Arroyo ng briefing sa 2020 budget kahapon upang maiwasan ang pagkaantala na nang-yari sa 2019 General Appropriations Act, na nilagdaan noong Abril.

“The controversy of the 2019 budget began with the ceiling issue, that’s why we need to know the ceiling now,” ani Arroyo.

Aniya, ang public works department ay may budget ceiling  na mas mababa sa P500 million subalit ang panukala ay lumobo sa P600 million. “That’s something we want to avoid in this coming budget,” sabi pa niya.

Sinabi ni Abueva na ang ceilings para sa 2020 budget ay nakadepende sa mga panukala ng mga ahensiya ng pamahalaan.
